Amend Hays, Kansas Ordinance to Allow Backyard Chickens
The Issue
We are advocating for an amendment to Chapter 5, Article II, Section 5-31 of the Code of Ordinances in Hays, Kansas. The current ordinance does not permit backyard chickens in residential areas, a restriction that many residents believe is outdated and unfair. Many other cities across the United States have modernized their laws to allow residents to maintain backyard chickens for personal use. Notably, in 2012, New York City revised its health code, proving that even urban areas can accommodate these animals (Source: National Public Radio).
Raising chickens allows residents to produce their own eggs, reducing dependence on commercially farmed products and promoting self-sustenance. This practice can contribute to food security, which is a pressing concern in today's world. According to the United Nations, food self-sufficiency is a critical factor in achieving Zero Hunger by 2030 (Source: United Nations).
Additionally, chickens can help manage yard pests in an eco-friendly way. They enjoy eating insects, reducing the need for harmful pesticides or insecticides. This is in line with the Environmental Protection Agency's advice to use chickens as a method of natural pest control (Source: Environmental Protection Agency).
Therefore, we call upon the City of Hays to show progressive leadership in urban agriculture and amend Chapter 5, Article II, Section 5-31 of the Code of Ordinances to allow backyard chickens. Please sign this petition.
