Amend Darwin City By Laws Regarding the Area of Land for Keeping Roosters

The issue

On 2 October 2024 a new by law would increase the number of roosters allowed in a single dwelling block from 1 rooster to 2 roosters. Roosters would crow at odd times in the morning, causing sleep disruption and deprivation to residents of neighboring homes. Hence, it would only be reasonable to also increase the area of land that would be allowed to keep roosters as pets from the current:

(4) Chickens and roosters may be kept in Darwin only if:

(a) they are kept only on:

(i) land zoned as RL – Rural Living; or

(ii) land used or developed for a single dwelling on a lot greater than 600 m2; or

(iii) land used or developed for a community garden or a school; and

(b) they are properly contained on the premises; and

(c) commencing on 2 October 2024 – they are limited to no more than 20 chickens and 2 roosters on the same premises.

to a reasonable:

(4) Chickens may be kept in Darwin only if:

(a) they are kept only on:

(i) land zoned as RL – Rural Living; or

(ii) land used or developed for a single dwelling on a lot greater than 600 m2; or

(iii) land used or developed for a community garden or a school; and

(b) they are properly contained on the premises; and

(c) commencing on 2 October 2024 – they are limited to no more than 20 chickens

 

(5) roosters may be kept in Darwin only if:

(a) they are kept only on:

(i) land zoned as RL – Rural Living; or

(ii) land used or developed for a single dwelling on a lot greater than 1000 m2; or

(iii) land used or developed for a community garden or a school; and

(b) they are properly contained on the premises; and

(c) commencing on 2 October 2024 – they are limited to no more 2 roosters on the same premises.

The Northern Territory Noise Management Framework Guideline stated Recommended maximum assigned amenity noise levels:

Residential 

Night (10:00pm to 7:00am the next day (2200-0700))

Suburban 40 decibels

Urban 45 decibels

or decibels Ambient Environment + 5 decibels
