Amend Consumer Rights Act 2015 for courier accountability

The Issue

In my local community encompassing Kingsbridge, South Brent, and Aveton Gifford, I have spent weeks documenting a disturbing pattern of delivery failures. So far, my efforts have uncovered at least 150 verified cases of delivery fraud and loss. Residents have been subject to distressing incidents such as receiving 'black screen' delivery photos or discovering parcels dumped irresponsibly in hedges. Worst of all, the delivery apps falsely indicate that the parcels were left securely on a 'porch.' Many retailers decline responsibility, leaving my neighbors frustrated and powerless to reclaim their goods or seek reparations.

Current legislation, namely the Consumer Rights Act 2015, leaves a gaping loophole that delivery firms have no direct legal accountability to the recipient. Instead, their responsibilities lie with the sender, allowing systemic negligence and fraudulent practices to flourish unchecked. This is completely unacceptable and needs an immediate legislative amendment.

We demand the introduction of a 'Statutory Duty of Care' that holds delivery companies directly accountable to consumers for lost, stolen, or falsified deliveries. This statutory amendment should include clear guidelines that make delivery firms liable for inadequate service, fraudulent behaviour, and negligence.

**Proposed Solutions**:
1. **Direct Legal Liability:** Amend the Consumer Rights Act 2015 to establish delivery firms as legally accountable for the end recipient's orders.
2. **Penalty Mechanisms:** Implement penalties for delivery companies that repeatedly fail to resolve consumer complaints or demonstrate negligence.
3. **Transparent Delivery Processes:** Require that firms employ verifiable, transparent delivery processes, including tamper-proof documentation and accurate GPS tracking.

This issue is pressing and deeply personal, as it endangers consumer rights and the feeling of safety and trust in our communities. Let us unite to bring the necessary change for accountability and integrity in delivery services. Please sign this petition to amend the Consumer Rights Act 2015 and protect the rights of consumers everywhere.
