Amend Alberta's Animal Protection Act to recognize dogs as sentient beings

The Issue

Having volunteered with rescue groups and being boots on the ground across Alberta, I've seen firsthand the gaps in our legal system when it comes to protecting our beloved canine companions. Time and again, I’ve witnessed the devastating effects of abuse and neglect on dogs, yet the protections they receive under current legislation remain woefully inadequate. Alberta continues to adhere to outdated laws that fail to recognize dogs as sentient beings capable of feeling pain and suffering. This lack of recognition severely limits the scope of legal protections and penalties for animal abuse, leaving countless dogs vulnerable.

Around the world, an increasing number of jurisdictions are recognizing animals, especially dogs, as sentient beings, paving the way for stronger animal protection laws. For instance, Quebec, in Canada, officially recognized animals as sentient beings in 2015, significantly improving the animal welfare landscape in the province. We urge Alberta to follow suit, acknowledging the overwhelming scientific evidence indicating the sentience of dogs. Research has shown that dogs have emotions and are capable of feeling joy, pain, fear, and a range of other emotions, much like humans.

Amending the Alberta Animal Protection Act to recognize dogs as sentient beings is a crucial step towards ensuring their protection. This amendment will strengthen the legal framework, enabling more effective prevention and prosecution of animal cruelty cases. By legally recognizing their sentience, the law can impose stricter penalties for those who inflict harm on dogs, serving as a deterrent to cruelty and ensuring justice for those who suffer.

Our society’s compassion is measured by how we treat our most vulnerable. It's time Alberta stands at the forefront of animal welfare and aligns with modern standards of animal rights. By recognizing dogs as sentient beings, we can foster a more humane society where animals are treated with the dignity and consideration they deserve.
