Pet Animal Care and Facilities Act
The Issue
If you are a resident of Amarillo, you probably are aware that our animal shelters are overflowing with cats and dogs. If you are not aware of this issue, the Humane Society and other local shelters are filled to the brim with homeless pets. In 2017, 6,506 dogs and 3,131 cats were euthanized alone (cited from https://amw.amarillo.gov/about-aam-w/statistics/2017-statistics). Those are staggering numbers that are deeply saddening to come to terms with. The most significant reason these numbers are so high is because there are no laws passed to regulate breeding in the town. People are free to breed mainly dogs, but also cats as frequently and as easily as they wish, no matter where the produced litter ends up going, whether that be to a home, or to a shelter - and if to a shelter, they are ultimately going to be euthanized. By making this petition, I am pushing for a law that requires anybody who wishes to breed their pets to obtain a license, and to follow rules that many others states already follow. For example, only allowing a dog or cat to have no more than one litter per year; paying a license fee to breed their animals, thus obtaining a license; only being able to sell a puppy or kitten after 8 weeks of being born and so on. A lot of my reference to these regulations are from Colorado's Pet Animal and Facilities Act, hence the title of this petition (all laws cited from https://www.animallaw.info/statute/co-pet-shop-article-80-pet-animal-care-and-facilities-act). I hope all of my fellow citizens find it in their hearts to see that this is only fair to the animals inhabiting this town and takes us one step closer to clearing out shelters and controlling the outrageous population we currently have.
