Alternative Pathway for DUI License Reinstatement in Washington State
The Issue
Problem:
Washington State currently requires anyone with a DUI conviction to complete a mandatory period of ignition interlock (IID) and maintain SR-22 insurance—even if their conviction occurred many years ago and they have since made significant lifestyle changes. These requirements place a heavy financial burden on individuals who have demonstrated long-term sobriety and are not at risk of re-offending.
Proposed Solution:
Create an alternative license reinstatement pathway for individuals who meet all the following criteria:
DUI conviction is over 5 years old
No subsequent DUI or major traffic violations
Completion of state-certified substance abuse treatment
At least 12 months of residency in an accredited sober living home
Optional: personal references or letter from treatment provider/sober living manager
Under this pathway, individuals would be eligible for reinstatement without the IID or SR-22 requirements.
Why This Matters:
Reduces unnecessary financial burden (IID devices and SR-22 cost thousands)
Incentivizes recovery by rewarding long-term sobriety and treatment compliance
Improves public safety by focusing on rehabilitation, not just punishment
Modernizes Washington DUI laws, bringing them in line with principles of fairness and second chances
