Allow rooster ownership in Murray, UT

The Issue

Roosters, these incredible creatures, are unfortunately among the most misunderstood and abused animals in the world. In Murray, Utah, residents face heartbreaking restrictions that prevent them from legally owning roosters alongside their chickens. These unnecessary prohibitions have severe consequences for these beautiful birds.

Each year, countless roosters are killed on their first day of life at hatcheries solely because they are male and therefore less commercially desirable. Additionally, rooster bans contribute to widespread abandonment, as residents who unintentionally acquire roosters or cannot legally keep them often feel they have no humane alternatives. This leads to increased calls to animal control, overcrowded rescues, and unnecessary suffering for these animals.

The primary justification for rooster bans—noise—can be effectively addressed through existing nuisance ordinances that already apply to all animals, including dogs and other vocal species. Moreover, well-established management tools such as sound-dampened coops, no-crow collars, and appropriate flock housing strategies significantly reduce crowing volume and frequency. A blanket prohibition is neither the most effective nor the most compassionate solution.

Allowing roosters under reasonable regulations would promote responsible ownership, reduce animal abandonment, and support sustainable backyard agriculture. Roosters play an important role in flock protection, natural pest control, biodiversity, and the overall health and functioning of small-scale poultry systems. Many Utah cities have already adopted balanced ordinances that allow roosters with specific requirements, demonstrating that humane and community-friendly coexistence is achievable.


By updating its policies, Murray has the opportunity to align its ordinances with community values of compassion, sustainability, and practical governance. We urge city leaders to replace the current prohibition with a framework that allows rooster ownership under clear, enforceable guidelines—such as limits per property, housing standards, and noise regulations—rather than an outright ban.

We respectfully request that the Murray City Council review and amend the existing ordinance to permit responsible rooster ownership. We believe such a change will reduce animal suffering, support sustainable living, and reflect the evolving needs and values of our community.
