In the state of New York, many students, including myself, experience a lack of accessibility with their mobile phones during school hours. This is not just an inconvenience; it's a pressing issue that affects safety, efficiency, and family communication.

For us students, the ability to connect with our parents during the day provides reassurance to our families and ourselves. Occasions arise where immediate contact with a parent or guardian is necessary—emergencies, sudden changes in circumstances, or just the need for a reassuring word can make a significant difference in a student's day. As it stands, our inability to use phones in study halls, lunch periods, and non-academic classes creates unnecessary barriers and stress.

Furthermore, the current regulations are outdated. Research from the Pew Research Center shows that in 2023, 95% of teens have access to a smartphone. With this in mind, it’s clear that phones have become an essential tool for daily life, not a distraction. Only 3% of schoolchildren were reported having excessive usage complications, according to recent studies. Thus, the focus should be on teaching responsible phone use, not banning them outright.

Permitting responsible phone use in non-academic settings can improve time management, foster independence, and encourage more organized lives for students. Teachers and faculty can implement rules to ensure that phones are only used appropriately during designated times, and misuse should naturally lead to proportional consequences.

We call upon the New York State Department of Education to adopt a policy that allows students to use their phones in study halls, lunch periods, and non-academic classes. By adjusting these policies, we acknowledge the changing times and the need for modern solutions.
