

Allow Late Students to Take Exams — Save a Year, Save a Future
The Issue
Petition to the Ministry of Education, Government of India, National Testing Agency (NTA), CBSE, State Education Boards, Universities, and Examination Authorities.
Every year across India, thousands of students are denied the opportunity to appear for important examinations because they arrive a few minutes late at the examination centre.
These students are not attempting to break rules. Many are delayed due to circumstances beyond their control, including:
• Heavy traffic congestion
• Public transport disruptions
• Train delays
• Road accidents
• Medical emergencies
• Extreme weather conditions
• Unfamiliar examination centre locations
For many students, missing a single examination can mean waiting six months or even an entire year for the next opportunity. This can result in loss of academic progress, delayed admissions, missed job opportunities, financial hardship, and severe emotional stress for both students and their families.
A student who has prepared for months or years should not lose an entire year because they arrived a few minutes late.
The Problem:
Current examination rules followed by many boards, universities, and testing agencies prohibit entry after a specified time, regardless of the reason for delay.
While examination security and fairness are important, the punishment of complete exclusion is often disproportionate to the delay.
In most cases, the student has already suffered a penalty by losing valuable examination time.
Our Demand:
We request the Government of India, Ministry of Education, National Testing Agency, CBSE, State Boards, Universities, and all examination authorities to introduce a uniform late-entry policy across India.
Proposed Policy:
Allow registered candidates to enter the examination hall up to 60 minutes after the commencement of the examination.
No additional writing time should be granted to late-arriving candidates.
Candidates should undergo strict identity verification and security checks before entry.
Examination authorities may implement additional safeguards to ensure examination integrity.
In exceptional circumstances such as natural disasters, transport disruptions, or emergencies, special provisions should be considered to protect affected students.
Why This Change Is Necessary:
• Protects students from losing an entire academic year.
• Promotes fairness and equal opportunity.
• Reduces emotional stress on students and parents.
• Recognises real-life challenges faced by students on examination days.
• Maintains examination integrity since no extra time is provided.
• Creates a more compassionate and student-friendly education system.
Our Appeal:
Education should reward hard work, preparation, and knowledge—not punish students for circumstances beyond their control.
We respectfully urge the Ministry of Education, examination boards, universities, and testing agencies to review existing rules and implement a fair late-entry policy that balances security with student welfare.
