The Issue

Let students be judged by their abilities, not their nationality.


We are asking Duolingo to reconsider its current restriction on Iranian users and provide a legitimate way for Iranian students and professionals to take the Duolingo English Test using a valid Iranian passport.

Duolingo currently states that the Duolingo English Test is unavailable in Iran and for users with Iranian IDs. As a result, many Iranian students and professionals who need an English proficiency certificate for university admissions, scholarships, and educational opportunities are being denied access to an important testing option.

We understand that Duolingo must comply with applicable laws, regulations, and international requirements. However, access to an English proficiency test should not be denied to students and professionals simply because they hold an Iranian passport. We believe there should be a fair and practical way for Iranian students and professionals to demonstrate their English proficiency.

We are asking for a practical and fair solution


We are not asking Duolingo to disregard any applicable law or regulation.

We are asking Duolingo to find a legal and compliant way to accept valid Iranian passports for identity verification and allow Iranian citizens to take the Duolingo English Test.

If there are legal or regulatory obstacles, we ask Duolingo to explore whether an educational exception, an alternative verification process, or another compliant solution could be established.

Our requests
We respectfully ask Duolingo to:

Provide a legitimate pathway for Iranian citizens to take the Duolingo English Test.
Accept valid Iranian passports as an identification document for the test.
Explore any legally permissible educational exception or alternative verification process.
Reconsider a policy that prevents ordinary students and professionals from demonstrating their English proficiency solely because of their nationality.
An English proficiency test measures a person's ability to communicate in English. It should not determine a person's educational opportunities based on their nationality.

Iranian students and professionals are simply seeking access to the same educational opportunities available to other students around the world. Many rely on affordable and accessible English proficiency tests when applying to universities, and academic programs.

Being unable to take an English proficiency test can create a significant barrier to education and professional development.

We respectfully ask Duolingo to reconsider this policy and find a lawful and practical way to allow Iranian students and professionals to take the Duolingo English Test with their valid Iranian passports.

Education should create opportunities, not take them away because of nationality.

Please reconsider this policy and give Iranian students and professionals a fair opportunity to demonstrate their English proficiency.
