Allow Independent Water Pressure Testing at Sands Mobile Home Park

The Issue

At Sands Mobile Home Park in Pasco, everything changed after new water meters were installed in late 2023. What used to be mild seasonal water pressure changes has turned into a constant struggle—some days, the water barely flows at all.

This started right after management began digging and installing meters. At the same time, lot rent increased nearly 14% in 2024, with another increase in 2025, and a $75 minimum monthly utility charge was added—regardless of whether the water even works properly.

Becky, the first resident to ever live here, moved out this year after 55 years. She said she had to wait until 10 p.m. just to shower—even though she lived alone.

Patricia, who raised her children here for 17 years, also recently left. She couldn’t keep choosing between cooking and bathing her kids.

Still, the owners claim this is “just Amber” complaining.

That’s false.

The Tri-City Herald published a full story. City Council members visited. Spanish-language reporters spoke to residents. Yet when tenants offered to bring in a licensed third-party plumber to test water pressure at 10–15 homes, they were denied—even though the cost wouldn’t fall on the park.

Now, we’re asking the community to help us raise funds through GoFundMe to pay for the inspection ourselves. We’re not asking for favors—just the truth.

If management truly believes it’s our pipes, why not let an independent plumber in?

Why block the inspection if there’s nothing to hide?

Let the plumber in. Let the truth come out.

Because water is a right—not a privilege.
