Allow Health Insurance Policyholders to Change Their Servicing Agent/Broker
The Issue
Health insurance is not just a financial product — it is a lifeline during medical emergencies.
In India, lakhs of policyholders purchase Mediclaim/Health Insurance policies through banks, relatives, agents, brokers, or online platforms. However, over time, many policyholders face a serious problem:
The original agent/broker has left the industry.
The intermediary is no longer responsive.
The policy was sold without long-term servicing support.
There is no professional assistance at the time of hospitalization or claim.
Currently, there is no clear regulatory mechanism allowing policyholders to change their servicing agent or broker during the policy period, even if the existing intermediary is unavailable.
This creates a difficult situation:
Health insurance policies are long-term contracts. Over the years, policyholders or their family members may develop medical conditions that make it difficult to port to another insurer. As a result, they are effectively locked into the same insurer — but without proper advisory support when they need it most.
At the time of hospitalization, claim disputes, cashless authorization delays, or renewal loadings, policyholders are often left to navigate complex procedures alone.
We respectfully request the
Insurance Regulatory and Development Authority of India (IRDAI)
to consider introducing a structured and transparent mechanism that allows policyholders to:
Request a change of servicing agent/broker,
Be mapped to a licensed intermediary willing to service them,
Receive proper claim and renewal support without affecting their policy terms.
Such a mechanism would:
Strengthen policyholder protection,
Improve accountability in insurance servicing,
Enhance consumer confidence in the health insurance system,
Align health insurance servicing standards with best practices seen in other financial sectors.
This request is not about altering underwriting, pricing, or insurer risk. It is purely about ensuring that policyholders are not left without professional support during medical emergencies.
Health insurance works best when policyholders have guidance and representation — especially at the time of claims.
We urge IRDAI to initiate consultation and introduce appropriate guidelines in the interest of policyholder welfare.
