The Issue
I am currently unhoused and recently lost my Metro card, leaving me in a difficult position. I have no physical currency to purchase a new one, even though it costs only $2. However, I have $2.27 on my EBT card, but without the option to use EBT cash at Metro TAP vending machines, I am left waiting two weeks to buy another TAP card. This situation affects my ability to reach work, access food, get medical care, and visit family and friends. Moreover, there are no free TAP card replacements available, which adds to the frustration and inconvenience.
Currently, Metro-TAP vending machines do not allow people to buy or load TAP cards using EBT Cash or General Relief (GR) funds. This restriction is not only frustrating for me but also blocks access for thousands of low-income riders who rely on Los Angeles public transit for their daily needs. Public transit is a vital resource for reaching work, school, medical appointments, groceries, and loved ones. By restricting payment options, transit authorities are effectively restricting access to these essential needs.
A 2019 report from the Los Angeles Economic Development Corporation highlighted that over 2 million residents in Los Angeles County live below the federal poverty line. Many of these individuals depend on public transportation daily. Without the option to use EBT cash at Metro TAP vending machines, countless low-income and homeless individuals, like myself, face unnecessary barriers every day.
We need immediate action from Metro to include the EBT Cash/GR option at all Metro TAP vending stations. Allowing these payments would greatly enhance accessibility for low-income riders and align with the broader goals of public transit—to be inclusive and accessible to all members of the community.
