The Issue

I am reaching out to the city of Anderson, Indiana, with a heartfelt plea to allow residents to keep ducks and chickens within city limits. These animals are more than just poultry; they are beloved members of our families. I have raised my ducks since they were ducklings, and they have become an indispensable part of my life. Their presence brings me serenity, helps me navigate my PTSD, and fosters connections with others through shared moments of joy and understanding when we venture out together.

Ducks and chickens provide no end of comfort and joy, and they offer fresh eggs that benefit many families in Anderson. Unlike livestock, ducks and chickens should be recognized within city limits for their positive impact and their status as manageable, non-disruptive members of our households.

I propose that residents of Anderson be permitted to keep a maximum of six (6) ducks and/or chickens per household. All poultry should be housed in a secure, enclosed pen, ensuring they do not roam freely and thus remain a respectful part of our urban environment. Owners must ensure their well-being by providing proper care, including adequate shelter—a coop for protection against the weather—along with access to clean water and sufficient food. Additionally, for ducks, I suggest having a small pool or pond available for their drinking and swimming needs.

Allowing poultry within city limits is a balanced, thoughtful approach that respects both the needs of individuals seeking companionship from these animals and the broad quality of life in Anderson.
