Allow Constitutional Carry on Arkansas College Campuses

The Issue

This is not a petition to expand who is allowed to concealed carry or own a firearm, but to allow those who would be able to carry legally to do so on campus whether they are an Arkansas resident or not.

With recent events, it has become imperative that the state rescinds its requirements for an enhanced carry permit to carry on college campuses across Arkansas. Currently, this option is only available to Arkansas residents, which restricts many students' ability to exercise their Second Amendment rights to protect themselves in potentially life-threatening situations. Amidst a landscape where constitutional carry laws have already been passed at the state level, students and faculty remain vulnerable without the means to legally defend themselves on campus grounds.

In Arkansas, while citizens can carry firearms without a permit in most places, an enhanced license is required for college campuses. This creates a unique vulnerability for students and staff who are legally allowed to protect themselves off-campus but must navigate a more stringent legal environment upon entering educational premises. With rising concerns about campus safety nationwide, allowing constitutional carry on campuses could act as a deterrent against violent acts and empower members of the college community to defend themselves and others.
