Allow CIWGC quota for Children of Gulf based Indians Studying in India ( DASA Policy Ref)
The Issue
I am an Indian parent working in the Gulf, like thousands of others who support our families and the Indian economy through hard-earned remittances. While we contribute to India's growth from abroad, our children are being unfairly denied access to the CIWGC quota under the DASA scheme — simply because they studied in India.
We chose to educate our children in India for good reasons — affordability, cultural values, family support, and safety. But under current DASA rules, only children who studied both Class 11 and 12 outside India are eligible. This policy unfairly benefits wealthy NRIs who can afford expensive international education, while penalizing middle-class workers who keep their families grounded in India.
What’s at stake is our children’s right to fair access to higher education opportunities. We’re not asking for a free ride — just a level playing field. Premier institutions like Anna University, SSN, and PSG already recognize CIWGC students regardless of study location. DASA must do the same.
Now is the time to act. Admissions are nearing. With each year that passes, more students are being unjustly excluded. This is not just about one child — it’s about hundreds of deserving students being denied opportunity because of an outdated rule.
