Allow Backyard Chickens in Winnebago County, IL

The Issue

I am a resident of Roscoe, IL, deeply committed to sustainability, education, community building and self-sufficiency. For me and many others in our community, backyard chickens represent these values. They provide an opportunity for families to learn about animal care and sustainable living while producing fresh eggs. However, current zoning regulations in Winnebago County prevent us from raising backyard chickens in Residential areas.

Winnebago County ordinances apply to all properties in Winnebago County except when overridden by village or city ordinances. Winnebago County determines the zoning of areas within the county and outside of city or village limits. Allowing backyard chickens is a zoning issue. So, If you live in a city or village, they decide if you can have backyard chickens. If you live in Winnebago County but outside of all city and village limits, the Winnebago County Board decides whether you can have backyard chickens. 

Backyard chickens have been shown to have numerous benefits. They help control pests naturally without the use of harmful pesticides. Moreover, they produce high-quality eggs that are often more nutritious than store-bought ones. 

Permitting backyard chickens is not just about personal freedom; it's about promoting a sustainable lifestyle that benefits our entire community. With careful regulation such as limiting the number of hens per household or requiring proper enclosures to prevent noise and odor issues – which has been successfully implemented in other communities – we can ensure that this practice enhances rather than detracts from our quality of life.
