The problems of CAT are lack of equipments, lack of discipline and lack of members. All CAT members can’t practice the equipments because the school doesn’t have enough funds to buy their equipments. Many students are not taking CAT seriously because the policy of CAT is not that military type. And they  are not interested to join in CAT because they find it difficult and tedious that’s why CAT are not that much. 

To solve that problems. First, they must solicit to the government in order to have enough equipments, and also to have them enough training. Second, it must be a military type so that many students will realize how discipline is important. And lastly, they must plan to have a programs about CAT explaining how CAT is it important to all the students that will graduate, to also realize what CAT is all about and why the government implement the CAT in all graduating students.
