ALIGN 2024-2025 TUITION FEES BY 10-15% FOR ALL GHA STUDENTS
The Issue
2024-2025 Green Hills Academy (GHA) Tuition Fees will be raised by 15% for Rwandans, 20- 30% for Non-Rwandans and for Organisations due to the need of raising staff salaries to retain and attract excellent educators, and the need of balancing the fees according to the annual inflation rate standing at 10%. In spite of our agreement on wanting the best educators for our kids, we consider the new fees disproportionate, because:
- The Tuition fees were already raised exponentially last year for all groups.
- The most notable surge in enrolment is observed within Grade 1-5 and Grade 6-8. It's important to highlight that Under Law No.10/2021 determining the Organization of Education, primary education is compulsory and free in public and government-subsidized schools, to which non-Rwandan children do not have access.
Reference is made to Article 37(8) of Law No.10/2021 determining the Organization of Education stated that “the General Assembly is particularly responsible for … to approve school fees and the parent’s contribution to the feeding of children at the education institution in private education”. The undersigned parents wish to inform the GHA administration that the tuition fee increase was not discussed with the GHAPTAC. Nor was it discussed with parents with multiple children at GHA.
This situation causes many GHA families to reconsider to reconsider belonging to the GHA community. We do not have a clear understanding of internal procedures involved to approve an increase in tuiton fees.
Hence, our proposal is the following:
- An inclusive approach to raise 2024-2025 Tuition Fees by the same percentage (10-15%) for all the students, no matter their nationality and funding modalities.
- Consider a progressive discount for parents with more than 1 child enrolled in GHA
- Provide the parent of GHA with the 5-year strategic plan for tuition fee increase.
- Hold an annual, meaningful, transparent consultation among all the GHA community to discuss and share the benefits obtained from the increased fees, including: teacher's salaries, student-teacher ratio, the distribution and environment of the outside playing areas, food service, transportation. The minutes of this meeting shall be circulated to all parents through formal channels.
