The Issue

To the Parliament of the Republic of Albania and International Allies,

The new justice system in Albania is facing its ultimate test: political obstruction vs. the rule of law.

Following the official investigation launched by the Special Prosecution Against Corruption and Organized Crime (SPAK) regarding high-level corruption, infrastructure tenders, and the abuse of public funds, we demand that the Parliament of Albania immediately and unconditionally lift the parliamentary immunity of Member of Parliament and former Deputy Prime Minister, Belinda Balluku.

The Parliament of Albania is not a court of law. Members of Parliament do not have the moral or legal right to judge evidence, stall proceedings, or decide who faces justice. Parliamentary immunity was established to protect free speech, not to serve as an institutional shield for former top officials trying to evade judicial scrutiny, search warrants, or accountability.

Albania’s aspiration for European Union integration depends entirely on tangible, uncompromising results in the fight against corruption. Protecting powerful politicians through parliamentary maneuvers deeply erodes public trust, damages our international standing, and sustains a culture of impunity where the law applies only to ordinary citizens.

By signing this petition, we demand:

1. Immediate Action: The Parliament must vote without any further delay to strip Belinda Balluku and any other MP under active SPAK investigation of their immunity.

2. Institutional Transparency: An immediate end to political stalling that hinders independent prosecutors from doing their job.

3. Legal Equality: Structural reforms to ensure that legislative posts can never again be used as a sanctuary from the law.
