HB134 adds a much needed definition to a term in existing law that is the dog and cat cruelty statute. For the last 4 years the Alabama Farmers Federation has killed this bill claiming that it could negatively affect agriculture. The statute applies ONLY TO DOGS OR CATS AND CANNOT BE USED FOR OTHER ANIMALS.
