On August 7, 2015, Niladri Chattopadhyay became the fourth person to be brutally murdered for expressing his views on religion in Bangladesh this year. Two days later, on August 9, Inspector General of Police (IGP) A. K. M. Shahidul Hoque, the highest-ranking member of Bangladesh Police, held a press briefing on the occasion of Niladri’s murder. During that briefing, he urged freethinkers in Bangladesh not to “cross the limit,” noting that “if anyone hurts [another person’s religious] […] feelings, he will be punished by the law.” Mr. Hoque also encouraged people to notify police and file a case if they come across any writings that hurt religious feelings.

This response to the brutal murder of Niladri is entirely inappropriate and exposes the IGP's incompetence. It is victim-blaming, and sends a disastrous message to both writers and Islamist extremists in Bangladesh. It would have been the responsibility of IGP Hoque to unequivocally and unconditionally condemn the murderous campaign against freethinkers in Bangladesh.

Bangladesh Police, led by IGP Hoque, has not only failed to protect the lives of freethinkers, but has also failed to take any meaningful steps towards bringing the perpetrators to justice. The nonchalant attitude displayed by Bangladesh Police in the face of the continuing series of acts of violence against freethinkers directly contributes to the rise of religious extremism in Bangladesh.

The IGP, through his comments, has made it clear that he is unfit and unwilling to protect the lives of freethinkers, and to ensure that there is space for freedom of expression in Bangladesh. We, the petitioners, hence demand that A. K. M. Shahidul Hoque resigns immediately.

আগস্ট মাসের ৭ তারিখ নিজ বাসায় খুন হন লেখক, ব্লগার এবং এক্টিভিস্ট নীলাদ্রি চট্টোপাধ্যায়। আর তার দু’দিন পর পুলিশ সদর দপ্তরে এক সংবাদ সম্মেলনে পুলিশ বাহিনীর প্রধান এ কে এম শহীদুল হক ধর্মীয় অনুভূতিতে আঘাত হানার মতো লেখা না লেখার পরামর্শ দেন মুক্তমনাদের। সেই সঙ্গে কারও লেখা ধর্মীয় অনুভূতিতে আঘাত হানার মতো হলে সে ক্ষেত্রে পুলিশকে তা জানানোর পরামর্শও দিয়েছেন তিনি।

নীলাদ্রি চট্টোপাধ্যায়ের মর্মান্তিক মৃত্যুর পর আইজিপি’র এমন বক্তব্য খুবই হতাশাজনক এবং তাঁর অযোগ্যতারই বহিঃপ্রকাশ। এটা যেন উলটো ভিকটিমকেই দোষ দেওয়া। সেই সাথে এ ধরনের বক্তব্য লেখক এবং ধর্মীয় উগ্রবাদীদের একটা ভুল মেসেজ দেয়।

আইজিপি’র দায়িত্ব ছিল মুক্তমনাদের উপর চলে আসা এমন প্রাণঘাতী ঘটনাকে দ্ব্যর্থহীনকণ্ঠে নিন্দা জানানো এবং অপরাধীদের সনাক্ত করতে আন্তরিক ও উপযুক্ত পদক্ষেপ নেওয়া।

বলা বাহুল্য, আইন-শৃঙ্খলা বাহিনীর সর্বোচ্চ পর্যায়ের এমন অপরিনামদর্শী এবং কুসংস্কারাচ্ছন্ন মন্তব্য চরমপন্থিদের আরও উস্কে দিবে এবং আসল খুনিদের করবে আড়াল। এহেন মন্তব্য থেকে এটাও পরিষ্কার যে আমাদের পুলিশ প্রশাসন আসলেই খুনিদের ধরতে আন্তরিক নয়।

আইজিপি তাঁর এ বক্তব্য দ্বারা এটাই প্রমাণ করেছেন যে তিনি তাঁর দায়িত্ব পালনে অক্ষম এবং জনগণের বাক স্বাধীনতা তাঁর হাতে নিরাপদ নয়।

আমরা, নিম্নে স্বাক্ষরকারীরা, তাই দাবি করছি আইজিপি এ কে এম শহীদুল হক যেন পুলিশ বাহিনীর সকল ব্যর্থতার দায়ভার স্বীকার করে অনতিবিলম্বে পদত্যাগ করেন।
