ALEXAVIER J. PEDRIN’S STORY:
Less than 24 hours before Alexavier died, a welfare check was conducted at the home. Even with visible injuries and an open CHIPS case related to a broken femur, Alexavier was left in the home after authorities determined there was no imminent danger.
Medical professionals had previously raised concerns about his injuries and well-being. School staff and family members had also noticed warning signs, including repeated absences and visible indicators of neglect.
Despite multiple opportunities to intervene, the system failed to protect him.
Alexavier deserved safety. He deserved protection. He deserved to grow up.
TIMELINE OF WARNING SIGNS & CASE UPDATES:
When multiple warnings occur across different systems—schools, medical providers, law enforcement, and child protection agencies—those warnings must be recognized and acted upon.
AJ Law seeks to ensure that patterns of concern are not overlooked and that systems responsible for protecting children work together to prevent tragedy.
- Prior reports of concern: Medical professionals, family members, school staff, and community members reported concerns about Alexavier’s well-being and possible neglect or abuse.

Previous injuries documented: Alexavier had been hospitalized with a broken femur and other concerning injuries, which prompted medical evaluations and involvement from child protection authorities.

Open child protection case: A CHIPS (Child in Need of Protection or Services) case had been opened following concerns regarding his injuries and overall well-being.

School concerns: Alexavier had repeated absences from school and visible signs that raised concerns about his health and safety.

February 10, 2023: A welfare check was conducted at the home less than 24 hours before Alexavier’s death. Despite the circumstances observed, he remained in the home.

February 11, 2023: Alexavier died from injuries later determined to be caused by severe abuse.

May 22, 2023: Josie Dikeman was arrested and charged with first-degree intentional homicide, chronic child neglect, and physical abuse of a child.

Criminal proceedings: A final pre-trial hearing is scheduled for April 6, 2026, with jury trial currently scheduled to begin April 27, 2026 in La Crosse County Circuit Court.

February 10, 2026: Civil Action Filed - Alexavier’s mother filed a civil lawsuit in the La Crosse County Circuit Court seeking accountability and answers regarding the failures that allowed repeated warning signs to go unaddressed.
WHY IS AJ-LAW IMPORTANT?
Alexavier’s case highlights serious gaps in Wisconsin’s child protection systems. When agencies operate separately, warning signs can be missed and children can fall through the cracks.
Stronger coordination, clearer reporting requirements, and greater accountability are needed to ensure that repeated warnings are taken seriously and acted upon.

AJ LAW - WISCONSIN PROPOSAL:
AJ Law proposes reforms aimed at protecting vulnerable children and improving accountability within existing systems.
1. Improve Communication Between Agencies
Strengthen coordination between CPS, law enforcement, schools, and healthcare providers so that multiple reports about a child are recognized and addressed quickly.
2. Strengthen Educational Neglect Reporting
Ensure schools report chronic absences connected to possible neglect or abuse so early intervention can occur.
3. Increase Transparency and Accountability
Require thorough and independent review of child deaths involving suspected abuse or neglect to identify systemic failures and prevent similar tragedies.
4. Remove Barriers to Justice
Reform procedural barriers that prevent families from seeking accountability when government negligence contributes to harm.
ACCOUNTABILITY AND ONGOING LEGAL ACTION:
Following Alexavier’s death, his mother has taken legal action to seek answers and accountability regarding the failures that allowed repeated warning signs of abuse to go unaddressed. While the courts will determine legal responsibility, the purpose of this petition and the proposed AJ Law goes beyond any single case. Our goal is to address the systemic gaps in communication, reporting, and accountability that can allow vulnerable children to fall through the cracks. Meaningful reform is necessary to ensure that what happened to Alexavier never happens to another child.
