Airlines came with excellent solution of using the weight limit of carriers by reducing passengers baggage and shipping peas, panned and other paid items. 
now they reduce the cabin limits. 
the empty weight of bag is around 2kg and limit is 15kg means we pay to travel  empty handed and transport luggage using their services at 25/- per kg to 500/- per kg with airline. This is Lobby of extortion. 
the limit should go back to 25kg and 15kg cabin baggage and if travel empty handed pay passenger for not carrying the baggage. As per https://www.iata.org/en/programs/ops-infra/baggage/check-bag/

the limit is 23-32 Kg.
