Since 2011, Libya has been going through chronic political instability which has had catastrophic economic, social and security effects that are still felt throughout Africa.

The adverse effects of the Libyan crisis extend far beyond the borders of Libya and impact the North and the African continent and the Sahel, where terrorism is threatening the livelihoods of scores of the children on the continent.

In this context and after long months of negotiations, an electoral process was put in place under the supervision of the international community and accepted by all the actors in Libyan political life so that the first round of a presidential election could be held on December 24th.

However, the prospect of this election seems to displease some contenders for the presidency of the country who do not wish to take the risk of facing the vote of the Libyans, in the framework of a free and transparent election.

It is in this light that the attempted obstruction, both legal and by force, of the candidacy of Seïf El-Islam, the youngest son of Colonel Gaddafi, can be analyzed.

We, members of the African community and its diaspora, coming from countries which maintained until the civil war of 2011 fraternal, economic and cultural links with Libya, are well aware of the successive failures of the foreign powers strategies to bring peace to Libya.

We are only too aware of the apocalyptic realities of the Libya today and believe that Libyans themselves should be allowed to foster an inclusive and homegrown solution to quell the disaster that has turned their country and the whole region upside-down.

Since July 2021, we have been following with great interest the work of conviction carried out for several months by Dr. Seïf El-Islam Kadhafi and the public outcry that followed the rejection of his candidacy by the Electoral Commission.

We laud the decision of the Court of Appeal in Libya which, by allowing Dr. Seïf El-Islam Kadhafi to join the list of the candidates to the Libyan presidential elections, seem to echo the will of the people of Libya who want to take the powers from the guns to the ballot.

We, members of the African community and its diaspora reaffirm the importance of a peaceful Libya for an improved security and greater prosperity across the continent.

We have been seduced by the inclusive and people focused program of Dr. Seïf El-Islam Kadhafi and see his candidacy as a recourse of synthesis able to overcome the divisions between the other contenders and bring back to Libya, the peace and stability it rightfully deserve to take back its leading seat as a driving force behind the African Unity Agenda.

Depuis 2011, la Libye traverse une instabilité politique chronique qui a eu des effets économiques, sociaux et sécuritaires catastrophiques qui se font encore sentir dans toute l'Afrique.

Les effets néfastes de la crise libyenne s'étendent bien au-delà des frontières de la Libye et touchent le Nord, le continent africain et le Sahel, où le terrorisme menace les moyens de subsistance de nombreux enfants sur le continent.

Dans ce contexte et après de longs mois de négociations, un processus électoral a été mis en place sous la supervision de la communauté internationale et accepté par tous les acteurs de la vie politique libyenne afin que le premier tour d'une élection présidentielle puisse se tenir le 24 décembre.

Cependant, la perspective de cette élection semble déplaire à certains prétendants à la présidence du pays qui ne souhaitent pas prendre le risque d'affronter le vote des Libyens, dans le cadre d'une élection libre et transparente.

C'est dans cette optique que peut s'analyser la tentative d'obstruction, à la fois légale et par la force, de la candidature de Seïf El-Islam, le fils cadet du colonel Kadhafi.

Nous, membres de la communauté africaine et de sa diaspora, issus de pays qui ont maintenu jusqu'à la guerre civile de 2011 des liens fraternels, économiques et culturels avec la Libye, sommes bien conscients des échecs successifs des stratégies des puissances étrangères pour ramener la paix en Libye.

Nous ne sommes que trop conscients des réalités apocalyptiques de la Libye aujourd'hui et pensons que les Libyens eux-mêmes devraient être autorisés à promouvoir une solution inclusive et locale pour réprimer la catastrophe qui a bouleversé leur pays et toute la région.

Depuis juillet 2021, nous suivons avec grand intérêt le travail de conviction mené depuis plusieurs mois par le Dr Seïf El-Islam Kadhafi et le tollé général qui a suivi le rejet de sa candidature par la Commission électorale.

Nous saluons la décision de la Cour d'appel de Libye qui, en autorisant le Dr Seïf El-Islam Kadhafi à rejoindre la liste des candidats à l'élection présidentielle libyenne, semble faire écho à la volonté du peuple libyen qui veut transférer le pouvoir des armes aux urnes.

Nous, membres de la communauté africaine et de sa diaspora, réaffirmons l'importance d'une Libye pacifique pour une sécurité améliorée et une plus grande prospérité à travers le continent.

Nous avons été séduits par le programme inclusif et axé sur les personnes du Dr Seïf El-Islam Kadhafi et voyons sa candidature comme un recours de synthèse capable de surmonter les divisions entre les autres prétendants et de ramener à la Libye, la paix et la stabilité qu'elle mérite à juste titre. de reprendre sa place de leader en tant que force motrice de l'Agenda de l'unité africaine.

في ضوء ذلك ، يمكن تحليل محاولة عرقلة ترشيح سيف الإسلام ، الابن الأصغر للعقيد القذافي ، سواء بالقانون أو بالقوة.

لقد أغرتنا بالبرنامج الشامل والمركّز على الناس للدكتور سيف الإسلام القذافي ونرى ترشيحه كملاذ تجميعي قادر على التغلب على الانقسامات بين المتنافسين الآخرين وإعادة إلى ليبيا السلام والاستقرار اللذين تستحقهما عن حق. استعادة مقعدها القيادي كقوة دافعة وراء أجندة الوحدة الأفريقية.
