The Issue

I have seen firsthand how difficult it can be for individuals who have been released from prison to find meaningful employment due to the restrictions imposed by Disclosure and Barring Service (DBS) checks. Many of these individuals, who may have been involved in drug-related activities in the past, are genuinely trying to turn their lives around and become productive members of society. However, the current DBS system often labels them based on their past mistakes rather than acknowledging their potential for positive change.

In the UK, over 80% of employers conduct DBS checks as part of their hiring process. This practice can be disproportionately disadvantageous to those with criminal records, particularly when their offences were non-violent or non-repeat in nature. The rejection from jobs due to failed DBS checks can lead to frustration and helplessness, often compelling these individuals to resort back to unlawful activities for survival.

Recent studies have shown that stable employment is a critical factor in reducing recidivism rates, yet the lack of opportunities due to failed DBS checks hinders this progress. Employers should have access to more nuanced information that takes into account the time elapsed since the conviction, the nature of the crime, and evidence of rehabilitation efforts. This approach will not only open doors for the reformed individuals but also benefit society as a whole by reducing crime rates and alleviating the financial burden of the criminal justice system.

It's time for a reform in how DBS checks evaluate reformed individuals, allowing them to demonstrate their commitment to a law-abiding and productive lifestyle. We can urge the UK government to amend the existing legislation to include provisions for individuals who have shown genuine change. More inclusive hiring processes can be fostered by offering incentives or recognitions to businesses that actively choose to give second chances to those who have previously been incarcerated.
