Advocate for Care of Philippine prison Strays instead of Ban
The Issue
As animal welfare advocates, we have been deeply moved by the recent news article in the Philippines proposing a ban on cats and dogs from prisons to prevent the spread of rabies and protect K9 units from fleas and ticks.
We believe that stray animals deserve care, kindness, and protection. Instead of impounding these animals which often leads to their death, we propose alternative solutions where the allotted 10M fund (as stated in the article) can be used:
- Providing them with anti-rabies vaccinations as well as flea and tick preventatives.
- Training stray dogs to be part of K9 Units.
- Educating Filipinos about responsible pet ownership and addressing the root cause of the growing stray animal population.
Many strays are cared for and fed by animal-compassionate individuals. In other countries, prison animal programs have been recognized to reduce symptoms linked to anxiety, stress and depression.
A more humane approach not only ensures the health of K9 units but also aligns with global best practices in animal welfare. According to World Animal Protection's report (2018), vaccination is a more humane method of controlling diseases among stray populations than culling or impounding.
We understand that this proposal requires resources; however, it is an investment towards a more compassionate society where every life matters. Let us work together to create a safe environment for all living beings within our prisons - both human and animal.
We urge the government to connect with animal welfare groups in coming up with humane solutions regarding animal welfare in the country instead of choosing a route that will result in the unnecessary death of many strays.
