Admirals Way Planning Application for a C2 Children's Residential Institution

The Issue

A planning application has been submitted for 29 Admirals Way (ref 26/00240/COU) to change the property from a normal family home (C3) into a C2 children’s residential institution with shift‑based staff on site 24/7.

Several residents have serious concerns based on material planning issues, including:

Highway safety & parking:

  • Only 3 parking spaces have been provided, despite shift handovers, multiple staff arrivals/departures, and regular professional visits.
  • On our narrow road, this could cause overspill parking, blocked pavements and reduced access.
  • Parking and highway safety are material planning considerations. 

Noise & disturbance:

  • Children’s homes operating under C2 typically involve night‑time staffing and vehicle movements, including staff handovers at unsocial hours. No noise assessment has been submitted.
  • Noise and disturbance are material planning considerations.

Amenity & privacy:

  • A staffed institutional use brings regular comings‑and‑goings from carers, social workers and other professionals, which is materially different from a C3 single‑household. This can affect residential amenity, including privacy.
  • Overlooking and amenity impacts are material planning considerations.

Lack of required evidence:

  • No Operational Management Plan, Noise Management Plan, or Refuse/Servicing Plan has been provided, even though these are normally expected for children’s homes in other councils’ guidance.
  • Planning guidance states that applications must provide sufficient information to assess impacts. 
  • This isn’t about opposing children’s services — it’s about whether this specific location is suitable for a C2 institutional use based on highways, safety, and amenity grounds.

To make sure our concerns are properly considered, I am collecting signatures from local households for a community petition asking Shropshire Council to refuse the application unless full evidence can be provided to show no harm to residential amenity or highway safety.
