The following petition is regarding the Mail received by the continuing students of Shri Mata Vaishno Devi University for the academic year of 2020-2021 to pay the annual hostel fee of 20,000 INR. With an exemption of 10000 INR.

• Fee Exemption - It is mentioned in the mail that the exemption of 10000 INR has been granted in favor of all continuing students. Exemption in the fee is needed to be done in the total amount in the case the assets (In this case, the Hostels and other services) are used by the students. Due to no usage of hostel services(Lodging, water, electricity, maintenance, other miscellaneous services), instead of doing an exemption, expressions like total payable amount should be used.   
• Fee Breakdown - Total annual hostel fee for an ordinary academic year is mentioned to be 20,000 INR in the fee structure. The mail specifically mentions the term exemption which reduces the total amount to 10,000 INR. However, nowhere it is mentioned about the proper breakdown of the amount asked by the concerned authorities. Hostel Fees generally Include :
  Lodging
  Water
  Electricity
  Maintenance
  Miscellaneous Services
  Proper breakdown of the hostel fee is neither mentioned nor was earlier in the university guidelines through which a thorough examination of services used by the students and charges accounted by the university can be evaluated.
• Charges Governed By Time Period - An Academic Year is conducted in an estimated time period of roughly 10 months, which is further divided into two semesters(Odd and Even). According to the estimated time period, hostel fee for each semester turns out to be 10000 INR. 
  On 22nd March 2020, all the students received a letter from the dean of students welfare to vacate the hostels as soon as possible. The annual hostel fee deposited at the time of registration done at the beginning of the academic year covers till the time period of May 2020. Which leaves annual hostel fee for the months of April and May of 2020 unused and neglected.(Keeping the students who were still in the university for that time period in consideration, this petition point of Charges governed by Time period does not concern them.) Breaking down the hostel fee for the month of April and May 2020, other than student’s belongings, no electricity, no water supply, no maintenance was used by the students.During the academic year of 2020-21, students registered for the semester without inclusion of hostel and mess fee(Which was mentioned in the mail to be charged later). Other than students' belongings, no services were used till February 2021. Leaving the net hostel amount for the academic year 2020-21 to be much less than 10000INR which has been demanded by the university(Hostel Fee to be counted from the time the university is reopened for the respective batches. If any batch is not called to university to use the hostel services, the hostel fee asked for that term is redundant.)
