Address safety and security failures at De Verdon
The Issue
We, the undersigned residents of De Verdon Malahide rd. Dublin 17 , wish to formally raise serious and ongoing concerns regarding health, safety, security, and building management within our homes.
Over a sustained period, conditions within the complex have deteriorated to a level that presents significant and foreseeable risks to residents, visitors, and service providers. These concerns include, but are not limited to:
- Deliberate fires being set in bin areas, creating a serious and ongoing fire hazard.
- Unauthorised individuals sleeping, using drugs, and engaging in anti-social behaviour within internal corridors and communal areas.
- Unrestricted access by non-residents, due to ineffective security measures
- Fire doors and access doors failing to close or lock properly, compromising both security and fire containment
Persistent rummaging through waste and communal spaces, raising health and safety concerns
There are hundreds of residents living in this development, including families, elderly persons, and vulnerable individuals. The current conditions pose a clear and unacceptable risk to their safety and wellbeing.
Legal and Regulatory Concerns
We believe the current conditions may constitute breaches of statutory obligations under Irish law, including but not limited to:
- The Fire Services Acts 1981–2003, which require the prevention of fire hazards and the maintenance of safe means of escape.
- The Housing Acts 1966–2014, which place a duty on housing providers to ensure accommodation is safe, habitable, and properly maintained.
- The Building Control Acts and Building Regulations, particularly in relation to fire safety, secure access, and common area management.
- The Safety, Health and Welfare at Work Act 2005, insofar as it relates to persons accessing and working within the building.
The ongoing failure to address these issues exposes residents to serious risk of harm, including the potential for injury or loss of life.
We formally request that Tuath Housing take immediate and effective action, including but not limited to:
- Ensuring all entry points, fire doors, and access systems are fully functional and secure.
- Addressing persistent anti-social and unsafe behaviour within the building.
- Implementing appropriate monitoring, maintenance, and safety measures.
- Providing clear communication to residents regarding actions taken and timelines for resolution
This petition serves as a formal written record of our concerns.
Should these matters remain unresolved, residents may be left with no alternative but to escalate the issue to statutory authorities, fire services, elected representatives, and the media.
We are entitled to live in safe, secure, and properly managed homes, and we expect urgent action to address these ongoing risks.
