Address Persistent Tonal Noise Affecting Spanish Fork Residents
The Issue
We are residents of Spanish Fork, Utah, writing to raise serious concerns about a persistent high-pitched tonal noise that has been affecting our community.
For many of us, this sound is clearly audible inside our homes, even with windows closed. It is not occasional or intermittent, but continuous, and appears to originate from nearby industrial operations. Residents have identified the sound as a distinct, narrow-band tone (approximately 700–750 Hz) — a frequency known to be especially intrusive to human hearing.
Why this matters
While the sound may not always appear excessive when measured only by average decibel levels, constant tonal noise is widely recognized as more disturbing than general background noise. Its effects include:
- Interrupted sleep
- Headaches and stress
- Difficulty concentrating
- A reduced sense of comfort and wellbeing in our own homes
Our Concerns
- The noise is persistent and tonal, not random or short-term
- These impacts are amplified at night, when ambient noise levels drop and residents reasonably expect peace and quiet. It has been interfering with sleep and quiet enjoyment of our homes
- It affects multiple neighborhoods and households, not just isolated individuals
- Current enforcement appears to rely primarily on general decibel measurements, which do not adequately capture the impact of tonal noise
What We Are Asking For
We respectfully request that the City of Spanish Fork and relevant authorities:
- Acknowledge tonal noise as a distinct and significant nuisance, not just a decibel issue
- Conduct a proper noise assessment, including frequency analysis — not solely A-weighted dB measurements
- Engage with the responsible industrial operators to identify the source and implement reasonable mitigation measures (Examples: equipment tuning, silencers, acoustic shielding, or operational adjustments)
- Ensure enforcement of existing noise and nuisance ordinances, particularly those addressing nighttime disturbances and persistent sounds
- Work collaboratively with residents to restore quiet enjoyment of our homes while supporting responsible industrial activity
Our Goal
We are not seeking to shut down businesses or hinder economic activity. We are asking for reasonable, practical solutions so that residents can sleep, rest, and live without constant disturbance.
Other communities facing similar issues have successfully resolved them through targeted mitigation, and we believe Spanish Fork can do the same.
