Address and Challenge the Cycle of Violence in Coercive Control

The Issue

Coercive control is a form of intimate partner abuse that relies on psychological manipulation rather than physical violence. This form of abuse often goes unrecognized due to its non-physical nature, creating a silent epidemic that affects countless individuals. Despite its invisibility, coercive control is just as damaging and dangerous as physical abuse, leaving victims with long-term psychological and neurological harm.

We are petitioning for better investment in law enforcement training to address coercive control and other forms of domestic violence and intimate partner violence, ensuring that all agencies in New York are equipped to handle these cases effectively.

Our research has shown that while some agencies have integrated experts to help handle domestic violence cases, this is not consistent across the state. Every law enforcement agency in New York should have access to professionals who are trained to identify and address domestic abuse/intimate partner violence, and specifically coercive control. Victims often report feeling unable to trust police due to a lack of understanding and proper response. This must change to protect and support those affected by domestic violence.

We are asking for the reallocation of funds to:

  • Ensure specialized training for law enforcement officers statewide, focusing on the recognition of coercive control and other non-physical forms of abuse.
  • Integrate experts into domestic violence and intimate partner violence responses teams across every agency in New York, ensuring that officers have the knowledge and resources to provide effective support.
  • Foster trust between victims and law enforcement by ensuring officers respond with empathy, professionalism, and awareness.
