When I first walked through the gates of the college to pursue my engineering degree, the aura of the institution was invigorating. Inaugurated in 2005 by the revered Dr. APJ Abdul Kalam, the college was founded with the profound vision of empowering women through science and technology. Dr. Kalam stood for the belief that educating a daughter, particularly in fields like engineering, could transform entire generations. Yet, the reality we face today is starkly different. Our dreams are hindered not by a lack of capability or ambition but by persistent administrative neglect.

Firstly, there's the matter of the withheld caution money. This refundable security deposit, paid at the start of our academic journey, was supposed to be returned upon our successful course completion. However, even four years after fulfilling all formal clearance procedures, this money remains unpaid. The financial burden and emotional distress this causes are significant, especially for many of us who come from modest backgrounds.

Moreover, not one single female graduate from our institute has benefitted from the Kanya Utthan Yojana due to the university's disinterest in properly processing the portal data. This failure not only denies deserving candidates their rightful financial support but also undermines governmental initiatives designed to uplift women in education.

The predicament doesn't end there. Securing valid degrees has turned into a never-ending saga of frustration. We've encountered countless delays in receiving both verified digital and corrected physical degree certificates. This directly impacts our careers and aspirations for future studies. Without these essential documents, our pursuit of higher education and job opportunities is severely hampered.

We urge the university administration to immediately address these issues. Expedite the processing and payment of withheld caution money, ensure the Kanya Utthan Yojana benefits are dispersed fairly, and guarantee prompt issuance of all degree certificates. These actions are not just administrative necessities but fundamental rights for the deserving students who chose this institution for its reputation and promises.

Let us honor Dr. Abdul Kalam’s vision—not just in name but in action. Our futures depend on it; our empowerment is at stake. We call upon university officials, education authorities, and concerned stakeholders to rectify these injustices and restore confidence in our institution’s promise.

I am submitting this formal petition to draw your urgent attention to the following systemic issues:

1. Unlawful Retention of Caution Money Deposit

Graduated students have duly submitted all required clearance forms and bank details.

The administration has arbitrarily withheld the mandatory refundable caution money for over four years, causing undue financial harassment.

2. Deprivation of Benefits under Mukhyamantri Kanya Utthan Yojana

The state welfare scheme is aimed at incentivizing female graduates for higher education.

Due to administrative apathy and lack of institutional processing/portal onboarding by the university, not a single eligible female graduate from this women's institute has received the designated scholarship disbursement.

3. Inordinate Delay and Irregularities in Issuance of Degree Certificates

The university has failed to provide verified digital degree certificates and corrected final degree documentation (reflecting the valid registered institution name and accreditation details).

This documentation void directly hampers employment verifications, career progression, and higher education opportunities abroad and across India.

Relief / Action Requested:

Immediate Disbursement of Caution Money: Issue directives for an immediate, time-bound audit and refund of caution money to all pending alumni batches.

Retrospective Benefit of Kanya Utthan Yojana: Direct the nodal officer to process and upload pending graduate data on the Medhasoft / official DBT portal immediately.

Expedited Issuance of Degrees: Release authenticated digital and physical degree certificates through DigiLocker and official channels.

Establishment of a Single Point of Contact (SPOC): Appoint a dedicated grievance redressal officer with a defined SLA (Service Level Agreement) to resolve pending alumni issues.
