The Issue

The River Glen Community in Yulee, FL is growing. As a parent in this community, I am deeply concerned about the safety of our children as they travel to school each day. My child, like many others, has to walk over a mile to a mile and a half to reach the single bus stop currently serving our area if not driven. This distance is too great, especially for our young elementary students who face hazardous conditions along their journey.

The walk is fraught with dangers. Our children are required to cross busy streets, and in some instances, navigate in between parked cars, which is incredibly risky. The congestion of parked cars not only poses a danger to our young pedestrians but also to the flowing traffic, increasing the likelihood of accidents.

As a community, we've raised these concerns multiple times, but they have been overlooked. The current situation is not just inconvenient but unsafe, as kids pop out from between cars, making it difficult for drivers to see them until the last second. This is not the environment we want our kids to face.

An immediate solution is to add more bus stops within our community. By doing so, we can significantly reduce the distance children have to walk and eliminate many of the hazards they currently face. With multiple stops, congestion at a single point would be alleviated, and our neighborhood would become safer for everyone.

Statistics show that children living close to their bus stops are less likely to encounter dangerous situations. According to a report by the National Highway Traffic Safety Administration, over 100 children are killed every year while going to or from school. It is our duty to ensure that our education commute is as safe as possible.

We urge the Nassau County Schools Transportation Department and local authorities to take action immediately. Our children's safety should be a top priority, and adding more bus stops is a direct and effective measure to achieve this.

This was an email response we received from the Director of Transportation regarding the petition on: Please see attached [below] comments regarding your request. ​​ Brad Underhill Transportation Director 1. Routes are limited by Board rule (7.14.I.F) to roads maintained by the county or state. River Glenn roads are privately maintained by the community CDD. 2. The pickup point for the majority of subdivisions is at the entrance. They typically have narrower roads with no shoulder and on-street parking. This frequently results in areas where 2 vehicles cannot pass making it difficult to navigate within the community. This is further exacerbated during bus times, especially in high density communities, as the parents still drive to the pickup location and park along the roadway creating bottlenecks and visibility issues. 3. Well over half the residents of River Glenn do not have children and many do not want high density bus stops within the community. The parents park at the pickup locations and further block traffic within the community causing residents to complain about trying to get out during peak times. Both entrances are 4 lanes which provide more room for parents to park on the roadside but not cause as much of an impediment to other residential traffic. Additionally, the many residents who do not have children and do not want bus stops located in front of their homes, especially corner stops. Students are unsupervised and go into residents' driveways and yards while waiting for the bus. They damage lawns and leave trash in people's yards, mailboxes, driveways, etc. 4. The community provides sidewalks with marked and signed pedestrian crossings throughout the community and along Edwards Road as well as bike racks for students at the entrance. 5. DOE rules (6A-3.001(3)) provide that a reasonable walk distance to a bus stop is 1.5 miles and that measurement is taken from where the private road meets the public right of way. The more generous 2/10ths and 4/10ths distance referenced in the Board rule (7.14.I.B) measurement would start at the entrance to River Glenn or Lagoon Forest where the private road, River Glen Parkway or Lagoon Forest Driver, meets the public right of way on the county-maintained road, Edwards Road. 6. This is a high-density community with over 400 students. If we were to loop through the community, but not go down the side roads that don't have turn arounds or have us back the bus up, River Glen to Bridgewater to Lagoon Forest, that would increase the number of stops from 2 (one at each entrance) to 5 (one at each intersection). This would still have 20-40 students at each location, but now on the narrow, single lane road with less visibility and the bus isn't able to be separated from the parent traffic. Even spread out, they would still be high density stops, just now there are more of them in more restrictive areas. 7. Florida Statute 1006.23 defines hazardous walking for students. This statute only applies to students who are designated “walkers” because they live within 2 miles of their school and are not eligible for transportation. However, the standards of this statute are still used for evaluating walking to/from a bus stop even though Florida Administrative Code 6A-3.0121(2)(c)1 provides that parents are solely responsible for the safety of their students when walking to/from a bus stop regardless of walking conditions. But, there are not any conditions at all that meet the statutory definition of hazardous walking. In fact, the community is designed to provide the safest walking path possible.
