Act Now: Prevent Attacks on Iran’s Critical Infrastructure
The Issue
We, citizens, researchers, civil society activists, and advocates of peace from around the world who have signed this statement, strongly condemn the threats made by U.S. President Donald Trump to attack Iran’s vital infrastructure. These threats constitute a clear violation of the fundamental principles of international law, the Charter of the United Nations, and international humanitarian law (IHL), and directly endanger the lives of millions of civilians.
Attacking vital infrastructure—including energy networks, water supply systems, healthcare facilities, communications, transportation, cultural sites, and scientific centers—not only causes immediate destruction but also inflicts irreparable and long-term harm on the health, livelihoods, environment, and human dignity of the people of Iran. Such threats amount to collective punishment and fall under the category of war crimes and indiscriminate attacks against civilians, specifically violating the following binding laws:
Article 52, Additional Protocol I to the Geneva Conventions: General protection of civilian objects
Article 54, Additional Protocol I to the Geneva Conventions: Prohibition of attacks on objects indispensable to the survival of the civilian population (water, energy)
United Nations Security Council Resolution 2341 (2017): Protection of critical infrastructure (energy, water, transportation)
Article 33, Fourth Geneva Convention: Prohibition of collective punishment
We believe that no government or political leader—including the President of the United States—has the right to threaten nations with the destruction of essential infrastructure and the lifelines of social existence. Sustainable peace and security are achieved through dialogue, diplomacy, mutual respect, and multilateral legal and political mechanisms—not through threats, sanctions, military attacks, or the destruction of the daily lives of ordinary people.
Therefore, we call on governments, international and regional organizations, the United Nations, the European Union, human rights institutions, and global civil society to:
Publicly and unequivocally condemn any threat of attack against Iran’s infrastructure that contradicts their obligations under international law and the UN Charter.
Urge the United States government to immediately withdraw all threats or military actions against Iran’s vital and civilian infrastructure.
Activate monitoring and legal mechanisms to prevent attacks on civilians and critical infrastructure in any conflict, and hold responsible officials accountable where necessary.
Support diplomatic, dialogue-based, and non-military solutions aimed at de-escalation and the protection of the lives and livelihoods of the people of Iran.
We also call on the media, academics, scientific associations, labor unions, human rights groups, and social networks to amplify the voice of this campaign, highlight the human, legal, and ethical risks arising from threats to Iran’s infrastructure, and stand in solidarity with the people of Iran and all victims of violent policies and collective punishment.
By signing this petition, we affirm the following principles:
The right of the people of Iran to live in peace, security, and dignity, free from threats of attack and destruction of infrastructure.
The obligation of all states to comply with international law, international humanitarian law (IHL), and the prohibition of attacks on civilians and civilian infrastructure.
The absolute priority of political, diplomatic, and just solutions over any use of force.
We urge the international community to take this threat seriously, resist the normalization of warlike rhetoric and violence, and take immediate and effective action to protect the lives and future of the people of Iran—and ultimately to defend the international legal order.
