Achieving Better Equity and Stability for Students in St Charles CUSD 303

The Issue

We, the undersigned residents and concerned individuals who reside within the boundaries of Community Unit School District 303 in St. Charles, IL, and neighboring communities in Kane County and the state of Illinois, hereby present this petition to address a matter of utmost importance that directly affects our community, students, and families.

At issue are the constant changes, equity issues, inconsistent supports, delayed and incomplete communications, transparency issues, and transportation problems experienced by students, parents, staff, and community members within the school district. 

The lack of stability for students, especially for marginalized students with diasbilities, additional needs, or who may be in programs such as ACCESS, STRIVE, and Dual language, due to the District’s inability to find appropriate and long-term locations for these programs or seeks to discontinue them with little transparency or notice has profound effects on students, teachers, and parents as they struggle to engage effectively in education that is consistently disrupted. A letter was sent to the District on March 10, 2025, providing more details about these and other issues specific to students with disabilities, including IEPs and 504s within the District.  

Taking action on this issue is crucial for the betterment of our community. The signatories of this petition have joined together to support this cause and are seeking your assistance in enacting the necessary changes.

Our Requests:

  1. Greater stability and consistency for all students. The District should minimize disruptions to students' education by minimizing changes to program locations, attendance boundaries, and other related factors. Students in the district have seen more than the average movement to different schools, with families experiencing three and four different schools in as many years while in elementary school.  
  2. All district students should have a guaranteed and viable curriculum that is evidence-based and multi-sensory in all core areas. Students with disabilities, learning disabilities, and other needs should be supported with the appropriate evidence-based supports and curricula.
  3. Implement District-wide standards across all curriculum areas, programs, learning teams, and grade levels. 
  4. The district should not seek to meet the needs of students with one-size-fits-all plans, programs, and services, but work with parents where appropriate to create individual plans that address the unique educational needs of their students. 
  5. Open and clear communication with parents and the community about available programs and supports for students is essential, allowing parents to make informed decisions about the most suitable placement for their children.  
  6. Teachers and staff should have the resources, training, and support they need to effectively deliver the curriculum to students and support students so that meaningful progress can be made year after year and achievement gaps begin to decrease. 
    Additional staff should be hired to fill gaps, reduce workloads to meet staff needs, and ensure reasonable caseloads. 
  7. Staff should work proactively with families within the district to identify and evaluate learning disabilities or other concerns as early as possible, as defined by law, so that interventions can be more effective. 
  8. Greater transparency and improved communication with parents and the community are necessary to prevent them from being caught off guard by changes and to ensure their inclusion in the decision-making processes. 
  9. We are committed to creating a positive impact and believe that your involvement can make a significant difference. This petition results from a door-to-door signature collection that ensures a diverse range of community voices are represented.
