Make Property Registration in Andhra Pradesh Transparent, Efficient & Citizen-Centric

Property registration is one of the most important services provided by the Government. It involves our lifelong savings, family property, and legal rights. Every citizen deserves a registration system that is transparent, predictable, technology-driven, and accessible—whether they choose to use a professional or apply on their own.

The Government's proposal to establish Registration Service Centres (RSCs) under G.O. Ms. No. 396 is a positive step towards modernizing the registration process. We support this reform, provided that statutory powers remain with Government Sub-Registrars and strong safeguards are implemented to ensure transparency and accountability.

Many citizens have experienced challenges such as:

• Lack of uniform document requirements.
• Unclear procedures and timelines.
• Dependence on intermediaries to complete registrations smoothly.
• Public perception that applications routed through intermediaries are processed faster than those submitted directly.
• Lack of transparency in tracking applications and grievance resolution.

This petition is not against document writers or government employees. Many professionals serve citizens honestly. However, any system that depends heavily on discretion or intermediaries creates opportunities for unequal treatment and reduces public trust.

• We respectfully request the Government to:
• Continue the Registration Service Centre (RSC) reforms while ensuring Government Sub-Registrars retain complete legal authority over registration decisions.
• Publish uniform document checklists and fixed service timelines for every Sub-Registrar Office.
• Introduce real-time online application tracking and digital acknowledgements.
• Ensure transparent, standardized service charges and cashless payments for all official fees.
• Establish a time-bound grievance redressal system with strict action against anyone demanding unofficial payments.
• Maintain digital audit trails and CCTV coverage in citizen service areas.
• Integrate Grama/Ward Sachivalayams to provide registration-related citizen services, appointments, and grievance support.

A transparent registration system will:

• Build public trust.
• Reduce opportunities for corruption.
• Improve ease of doing business.
• Protect honest officials and professionals.
• Ensure equal service for every citizen.

This reform is not about replacing people—it is about improving the system.

Every citizen deserves the same process, the same rules, the same timeline, and the same respect.

• దరఖాస్తు స్థితి తెలుసుకునే పారదర్శక వ్యవస్థ లేకపోవడం.

• రిజిస్ట్రేషన్ సర్వీస్ సెంటర్లను అమలు చేయాలి. అయితే రిజిస్ట్రేషన్‌కు సంబంధించిన చట్టబద్ధమైన అధికారాలు పూర్తిగా ప్రభుత్వ సబ్-రిజిస్ట్రార్ల వద్దనే ఉండాలి.
• రాష్ట్రవ్యాప్తంగా ఒకే విధమైన డాక్యుమెంట్ చెక్‌లిస్ట్ మరియు సేవా కాలపరిమితులను ప్రకటించాలి.
• ప్రతి దరఖాస్తుకు ఆన్‌లైన్ ట్రాకింగ్ మరియు డిజిటల్ అక్‌నాలెడ్జ్‌మెంట్ ఇవ్వాలి.
• అధికారిక ఫీజులను మాత్రమే నగదు రహిత (Cashless) విధానంలో, స్పష్టంగా ప్రకటించిన రేట్లతో వసూలు చేయాలి.
• లంచం లేదా అనధికారిక చెల్లింపులు కోరే వారిపై కఠిన చర్యలు తీసుకునే కాలపరిమితి గల ఫిర్యాదు పరిష్కార వ్యవస్థ ఏర్పాటు చేయాలి.
• డిజిటల్ ఆడిట్ ట్రైల్ మరియు సీసీటీవీ పర్యవేక్షణ తప్పనిసరి చేయాలి.
• గ్రామ/వార్డు సచివాలయాల ద్వారా రిజిస్ట్రేషన్‌కు సంబంధించిన సేవలు, అపాయింట్‌మెంట్లు మరియు ఫిర్యాదు సేవలను అందుబాటులోకి తీసుకురావాలి.
