Child protection officers and social workers should be expanded throughout high-risk regions and the government should establish harsher penalties for child offenders. Lasting solutions need to become the top priority because they will provide struggling families with both income sources and decent living quarters to retain children within their homes. Through employment access and low-cost housing programs families can establish stable households which lowers the number of children who become self-sufficient.
