A permanent TikTok ban should mean PERMANENTLY banned!
The issue
Last month, I along with thousands of others witnessed a deeply distressing livestream on TikTok. The user responsible had already been permanently banned by TikTok many times over, by some accounts close to 100, yet returned almost immediately by creating a new account. They are far from alone. Ban evasion remains a persistent loophole that undermines TikTok’s safety systems.
TikTok is a major platform for creativity and connection, especially for younger users. Yet serious repeat offenders whose accounts have previously been removed for cyberbullying, harassment, and harmful content routinely return with little friction and resume the same behaviour. This cycle puts the mental and physical well-being of users, particularly minors, at ongoing risk.
Current enforcement against ban evasion is clearly insufficient. Banned users can often create new accounts with minimal effort, and the platform’s existing detection methods do not consistently stop evasion. The psychological impact of encountering traumatic or abusive content online is well documented; exposure can contribute to anxiety, depression, and other mental-health challenges. TikTok has a responsibility not only to remove violators but to make it meaningfully harder for them to return.
We therefore urge TikTok to:
• Strengthen technical measures against ban evasion through more robust use of device, network, and behavioural signals, such as AI-powered detection of IP addresses and device IDs linked to banned users.
• Require stronger verification during account creation for users with prior enforcement history,
• Improve reporting tools so users can more easily flag suspected ban evasion accounts. To ensure effective enforcement, ban evasion reports should trigger a mandatory human review of the reported account. If the account is verified to belong to a banned user, the account should be banned immediately.
• Increase transparency about how ban evasion cases are detected and actioned.
