A Call to Strengthen American Democracy for the 21st Century


The United States stands at a historic crossroads.

Political polarization has reached levels unseen in generations. Trust in institutions, elections, journalism, and even in one another continues to decline. Artificial intelligence now makes it possible to create convincing deepfakes and misinformation at unprecedented speed. Public debate is increasingly driven by outrage instead of facts, while many Americans feel that their voices no longer matter.

These challenges do not belong to one political party. They threaten every American, regardless of ideology.

A democracy cannot remain healthy without public trust, informed citizens, accountable leaders, and meaningful participation.

We therefore call for a national, bipartisan effort to modernize and strengthen American democracy through constitutional, legislative, and institutional reforms.

We call for:


1. A Secure National Citizen Petition Platform
Create an independent, secure, identity-verified online platform that allows citizens to submit and support petitions. Petitions reaching a defined threshold should receive an official public response and congressional debate.

2. National Citizen-Initiated Referendums
Establish a constitutional mechanism allowing citizens, after collecting a substantial number of verified signatures, to place major legislative proposals before the American people, subject to constitutional review.

3. A Democratic Recall Process
Allow citizens, under carefully defined conditions and high signature thresholds, to initiate recall votes for elected federal officials who have seriously violated the public trust.

4. Independent Public Interest Media
Strengthen independent public media protected from political interference, dedicated to factual reporting, civic education, investigative journalism, and nationwide access to reliable information.

5. Truth and Transparency in Public Office
Adopt stronger legal standards requiring public officials to make truthful factual statements in official communications. Deliberate and demonstrably false statements regarding matters of public importance should be subject to independent review and appropriate sanctions, while fully protecting freedom of opinion and legitimate political debate.

6. Protection Against AI-Generated Disinformation
Require clear labeling of AI-generated political content, criminalize malicious election-related deepfakes, and develop public digital authentication standards for official government communications.

7. Fair Elections and Equal Representation
Advance reforms that improve electoral fairness, reduce partisan gerrymandering, expand access to voting, and strengthen confidence in election administration.

8. Transparency in Political Financing
Increase transparency in campaign financing, reduce the influence of undisclosed money, and ensure that every citizen's voice carries greater weight than special interests.

9. Civic Education and Digital Literacy
Invest in education that equips every American to recognize misinformation, understand democratic institutions, and engage respectfully with differing viewpoints.

10. A National Commission for Democratic Renewal
Create an independent commission composed of constitutional scholars, election experts, civil society leaders, technology specialists, and randomly selected citizens to recommend additional democratic reforms for the coming decades.

Our Principles


These reforms are not intended to benefit one party over another.

They are intended to strengthen the Republic itself.

A stronger democracy is one in which:

  • every citizen has a meaningful voice;
  • public institutions are transparent and accountable;
  • elections are trusted by all sides;
  • facts matter;
  • technology serves democracy rather than undermining it;
  • disagreements are resolved peacefully through democratic institutions rather than violence.


Our Message

America has repeatedly renewed itself throughout its history.

The challenges of the twenty-first century require a new democratic renewal.

We refuse to accept a future defined by permanent polarization, disinformation, political violence, and institutional distrust.

We call upon Congress, the states, civic organizations, academic institutions, journalists, technology companies, and every American citizen to work together to strengthen our democracy before its foundations are weakened beyond repair.

Democracy is not self-sustaining.

It survives only when citizens choose to protect it.
