9) End Race-Based Discrimination in the Employment Equity Act Now

To all Members of Parliament representing Saskatchewan ridings:

We, the undersigned residents of Saskatchewan and concerned Canadians, call on you to take immediate action to repeal the race-based provisions in the federal Employment Equity Act (S.C. 1995, c. 44).

The Act explicitly defines “members of visible minorities” as “persons, other than Aboriginal peoples, who are non-Caucasian in race or non-white in colour.” This definition is embedded in Canadian law and requires federal departments, agencies, and federally regulated employers to implement hiring, promotion, and representation targets based on race and colour.

This creates systemic, legalized race-based discrimination against Caucasian Canadians, who are explicitly excluded from these preferential categories. Hiring and promotion decisions influenced by racial quotas or goals undermine the fundamental principle of equal treatment under the law. They prioritize immutable characteristics like skin colour or ancestry over merit, qualifications, experience, and ability.

Such policies are incompatible with a free and fair society. True equality means treating individuals as individuals—not as members of racial groups to be engineered into statistical proportionality. Discrimination on the basis of race, whether intended to benefit or disadvantage any group, remains discrimination.

We therefore demand:

  • The complete removal of the “visible minorities” category (and any related racial or colour-based designations) from the Employment Equity Act.
  • An end to all race-based hiring and promotion preferences or targets in federal employment and federally regulated workplaces.
  • A clear legislative commitment that all hiring, promotions, and employment decisions in the federal sphere must be based solely on merit, qualifications, and ability—nothing else.

Canada should lead by example in rejecting racial division and reaffirming the principle that every citizen deserves equal opportunity without government-mandated racial engineering.

We urge Saskatchewan’s MPs—regardless of party—to champion this reform in the House of Commons, support related bills, and press the federal government to eliminate these discriminatory provisions without delay.
