We are asking the Government Authorities to intervene and ensure that residents of Republic of Whitefield receive safe and properly treated water.

Republic of Whitefield is home to approximately 5,000 residents across around 1,500 homes. Every month, residents pay CAM and other charges with the basic expectation that essential services - especially safe water - will be properly managed.

However, the chronology of events raises serious concerns about how the water supply has been monitored and managed.

What has happened?

  • For nearly three years after the Management Committee was formed, no water testing was carried out, despite the Association knowing that residents were dependent on water brought from outside and supplied through tankers.
  • Regular testing of drinking water is a basic requirement that any professional management team and Management Committee should ensure.
  • During this period, residents reported several incidents of people falling sick, including children falling ill and residents reporting urinary tract infections. These concerns were not properly documented or transparently communicated to residents.
  • After residents complained and independently arranged their own water testing, the Management Committee conducted testing.
  • The Committee’s testing also identified a water-quality issue.
    Instead of providing residents with a clear, documented corrective plan, random solutions were implemented.
  • The Management Committee later tested water from the clubhouse, rather than collecting samples from residents’ flats or multiple towers.
  • After receiving a clean report from the clubhouse sample, the Committee announced that the water was safe and stopped further activities.
  • A subsequent report showed positive and irregular results, leading residents to arrange another round of independent testing.
  • Two past water-quality issues were then disclosed, but residents have not been provided with a clear, documented roadmap explaining the root cause, corrective actions, monitoring process or timeline for ensuring safe water.
  • What have the tests shown?
    The Management Committee has conducted its own water testing.
  • Resident volunteers have independently arranged and paid for multiple rounds of laboratory testing.
    These tests have repeatedly raised concerns about microbiological contamination in water reaching residents’ homes.
  • The latest test, conducted on samples collected from three flats in three different towers — E, F and L — detected faecal coliforms in all three samples, measuring 4, 8 and 13 MPN/100 ml respectively.
  • These samples were collected on 4 September 2026, when the WTP was still operational.
  • This is extremely concerning because the samples were not collected from a lake or an external source. They were collected from taps inside residents’ homes.
    Where is our tanker water coming from?

Residents have repeatedly asked the Management Committee to disclose the source of water supplied by tanker vendors.

Despite the significant amounts paid to these vendors, residents have been told that the source is “unverified.”

For water being supplied to approximately 5,000 residents, an unverified source should not be acceptable.

The current WTP situation makes this even more urgent

  • Phase 1 of the WTP is currently undergoing media replacement, and residents were informed that raw or chlorinated water would be supplied while the WTP was not operational.
  • The Management Committee has stated that this work was planned well in advance. However, residents received communication about the supply of raw water only shortly before the change in supply.
  • Phase 2 of the WTP is also scheduled for repair.
  • This means residents could again be supplied water that has not gone through the normal WTP treatment process.
  • If independent testing has already detected faecal contamination in tap water while the WTP was operational, residents cannot simply be expected to trust untreated or unverified-source water during the shutdown.

We need government intervention


Residents have repeatedly raised these concerns with the Management Committee and requested transparency, proper testing and appropriate technical intervention.

We now believe that this issue must be independently examined by the appropriate government authorities.

  • We are therefore requesting the authorities to:
  • Independently test the water reaching residents’ taps across multiple flats and towers.
  • Verify the source and quality of tanker water supplied to the community.
  • Assess the entire water-treatment system, including the source water, WTPs, storage tanks and distribution lines.
  • Determine the cause of repeated microbiological contamination.
  • Review the Management Committee’s testing, communication and corrective actions over the past three years.
  • Ensure that water supplied for drinking and cooking meets the required safety standards.
  • Require the Association to publish a clear, documented corrective-action and monitoring plan.
  • Direct the Association to take appropriate corrective measures wherever necessary.

  • Why are we raising this campaign?
    We are not trying to create panic.
    We are residents asking for help because the available history, resident complaints and repeated testing have raised a serious and continuing concern about the safety of the water reaching our homes.

Residents should not have to fall sick, complain repeatedly and spend their own money on testing before basic water-quality monitoring is carried out.

We pay our CAM every month. We should not have to repeatedly spend additional money to determine whether the water coming out of our taps is safe.

Clean and safe water for approximately 5,000 residents should not be a privilege. It should be the minimum standard residents can expect.
