The Issue

We are petitioning Garrison Mill Elementary School and it's principal,, Dr. Martin,  to mandate a minimum of 30 minutes of continuous, daily, unstructured recess for all grade levels. This crucial time should be protected as student personal time and never withheld for scheduling conflicts or punitive measures.

 

Why This Matters for Our Students

1. The Cognitive "Brain Break" Necessity

Medical science proves that continuous classroom instruction without active breaks creates cognitive overload. When children learn new concepts, their brains process that data in temporary working memory. As highlighted by educational research published on Peaceful Playgrounds, “research shows that physical activity improves children's attentiveness and decreases restlessness.” Interspersing academic blocks with physical play ensures students do not hit a mental wall. Providing an extended physical pause helps Cobb County children better store, process, and recall information during their core academic blocks.

2. Peer Interaction and Unsupervised Conflict Resolution

Recess provides a unique developmental environment that cannot be replicated inside a structured classroom. On the playground, children interact with peers outside of academic constraints, allowing them to navigate social dynamics independently. Unstructured play forces students to practice organic conflict resolution—such as deciding game rules, sharing equipment, and managing disagreements—without immediate teacher oversight. According to research on childhood social-emotional growth highlighted by Peaceful Playgrounds, these independent interactions are critical for building emotional intelligence, communication skills, and resilience. A rushed 15-minute window limits the time children have to initiate, navigate, and successfully resolve these peer interactions on their own.

3. Overcoming the Academic Conflict

While school administrators face immense pressure to maximize instructional seat time to hit rigorous performance goals, shortchanging recess is entirely counterproductive. Giving up physical play for sedentary seat time results in lower test outcomes due to child fatigue. The American Academy of Pediatrics (AAP) explains that recess serves as a temporary suspension of academic cognitive effort, which actively helps students maintain better focus, concentration, and classroom morale when they return inside.

 

The Medical and Scientific Evidence

•           The Centers for Disease Control and Prevention (CDC): The CDC Recess Framework explicitly states that regular, unstructured school recess improves student memory, attention, and deep concentration, directly keeping kids on-task and decreasing disruptive behavioral outbursts inside the classroom.

•           The American Academy of Pediatrics (AAP) Policy: The AAP Policy Statement on The Crucial Role of Recess establishes that physically active play improves long-term memory traces and serves as an irreplaceable developmental sandbox where children practice communication, conflict resolution, negotiation, and self-control. The AAP formally recommends that recess be protected as a child’s personal time and not be withheld for academic or punitive reasons.

•           The World Health Organization (WHO) & UN Rights: Free play is recognized by the United Nations Convention on the Rights of the Child as a fundamental child development tool. Children benefit from leisure time without adult-imposed obligations to help regulate cortisol (stress) levels and encourage lifelong physical health.

 

Our Request

We ask that Garrison Mill allow 30 consecutive minutes of daily recess for every elementary student. Supporting our children’s physical health and mental well-being directly fosters their long-term academic success.
