and other violations of international law

We, the undersigned, express our profound outrage and sorrow over the tragic death of students resulting from the U.S. missile strike on the "Shajareh Tayebeh" school in the city of Minab on February 28, 2026, the first day of the full-scale military aggression against Iran.

The strike was carried out during school hours while children approximately 7 to 12 years old were inside the building. The school was not a military target, yet the attack resulted in the deaths of 165 children and left dozens of civilians wounded. This incident ranks among the most severe cases of civilian casualties, particularly involving minors, in recent years.

We are aware that during President Donald Trump's tenure, the United States has repeatedly committed actions undermining the sovereignty and territorial integrity of other states—it is enough to recall the kidnapping of the democratically elected president of Venezuela, Nicolás Maduro, and the blockade regime that US imperialists established around the DPRK and Cuba. However, it is the barbaric strike on a girls' school, carried out in the middle of the school day, that has become the point at which the international community's concern has reached its limit.

Attempts by certain U.S. representatives to cite "unreliable intelligence" cannot serve as justification: regardless of how the premises of this decision are assessed, Donald Trump, as Commander-in-Chief, must bear responsibility for its consequences in accordance with the norms of international humanitarian law.

We appeal to the global community, to the UN Secretary-General, the Prosecutor of the International Criminal Court, the UN High Commissioner for Human Rights, and all UN member states because the current situation demands not merely words of condemnation, but immediate legal assessment.

This is not only about a single incident in Minab, but about the systemic nature of violations that remain without effective investigation, creating a dangerous precedent of impunity. The memory of the children who perished compels us to demand not sorrow for sorrow's sake, but actions that will restore justice and reaffirm the inviolability of the principles protecting civilian populations during armed conflicts. We call upon all who are not indifferent to join this petition so that our voice does not go unheard.

We believe the aforementioned actions of the United States directly contradict the following norms of international law:

  • Article 2(4) – Prohibition of the threat or use of force
  • Article 51 – Self-defense only in the case of armed attack

Geneva Conventions and Additional Protocol I

  • Article 48 – Principle of distinction
  • Article 51(2) – Protection of the civilian population
  • Article 52 – Protection of civilian objects
  • Article 57 – Precautions in attack

Rome Statute of the International Criminal Court

  • Article 8(2)(b)(i) – Attack on the civilian population
  • Article 8(2)(b)(ii) – Attack on civilian objects
  • Article 8(2)(b)(iv) – Disproportionate attacks

International Human Rights Law

  • Article 6 of the ICCPR – Right to life

 

WE DEMAND

  1. An immediate international investigation into the strike on the school in Minab;
  2. A legal assessment of the actions of Donald Trump and other officials;
  3. Consideration of the issue of accountability before international judicial bodies;
  4. Recognition of the rights of the victims and their families;
  5. Payment of compensation and provision of assistance to the affected;
  6. Transfer of materials to international bodies;
  7. Creation of mechanisms for monitoring compliance with international law.

International law must be equally binding on all states without exception.

Neither the president of the country hosting the UN headquarters, nor any other official, can possess immunity from accountability for war crimes. Otherwise, the principles enshrined in the UN Charter and the Geneva Conventions become an empty declaration.

Double standards in this sphere not only undermine trust in the institutions of international justice—they call into question the very existence of the United Nations as a guarantor of peace.

Whether the global community can provide a decisive and just response to such crimes will determine whether the UN remains an effective structure or cedes its place to the rule of force.
