We are calling for the dismissal of animal control officer Bill Penner, of Chanute, Kansas. Bill has had multiple occurrences where he has been caught on camera attempting to coerce animals off their owners property which would then result in the owner receiving a ticket from the city for “animal at large”. He has also given false tickets for charges such as “animal neglect” and “animal cruelty”. He has also been known for stalking, trespassing and unnecessarily harassing owners of animals. He is well known for shutting off his body camera when working an active complaint call, which is illegal. He has also failed to provide proof of allegation when cases have gone to court involving animal control calls. 

Multiple families have come forward and made statements in regards to Penner luring their animals out of their yards, failing to do his job, or even coming to aid when called in regards to an animal complaint.  

This abuse of power must come to an end. We, the undersigned, ask that the city of Chanute to take action. We are asking that Bill Penner is removed from his position, effective immediately. We are looking for someone that is willing to show compassion to animals, follow safety regulations and adhere to the law.
