

残念なお知らせです。
本日(2月6日)、先日の説明会の議事録が公開されていない、未回答だった質問が多く残っている中、「善福寺川上流調節池(仮称)」の計画が都市計画審議会で、多数の賛成で可決されました。
「樹木を極力保全・移植をする」とのことですが、この工事が始まれば:
- 樹木の伐採や大規模工事に伴う生態系の変化、環境破壊
- シールド工法による上部地域への被害
- 毎日、数百台のトラックの往来、工事による尋常ではない騒音、振動、土埃による健康被害
- 犬の散歩、朝の体操、子ども達の遊び場(保育園の遊び場)など住民の憩いの場である2つの公園の消失
- 原寺分橋周辺では多数の住民の立退き
「丁寧な説明」も大事ですが、提出されている多くの意見、及び水害対策と環境保全の両立した計画を求め、署名された方の気持ちを取り入れた、「納得する説明」も大事です。
今の計画のままの工事では、街づくりならぬ街壊しです。

With majority vote, despite the unanswered questions during the explanation session held other day or the minutes of meeting not being released yet, the "Urban Planning River No. 8, Zenpukuji River Upstream Construction" was approved by the City Planning Council, today (6-Feb-2024).
Though it mentioned that the number of trees that will be cut will be kept at a minimum, when the construction starts, we will see the following:
- Cutting down hundreds of trees and negatively impacting the natural ecosystem, causing irreparable environmental damage.
- Damage to buildings in the surrounding areas due to the invasive shield machine construction methods.
- Health risks to local residents and visitors due to noise and dust pollution, and vibrations from construction and trucking.
- Demolition of parks for residents to walk their dogs, practice morning exercises, and for children to play (including kindergarten children, who do not have playground areas within the kindergarten).
- Eviction of over 20 residents around Haraterabun Bridge.
It's truly unfortunate that in addition to there being no "detailed explanation session", despite the number of voices that have raised, people submitting their opinions, signing this petition, signifying their thoughts towards this construction and the need to re-review the plans to have a more balanced construction method, all has been disregarded.
It's fair to say that with the currently proposed plans isn't "urban development" but instead, "urban demolishment".
