小池都知事は定例会見で、「調節池は治水対策に必要で、かつ重要な施設だと認識している」、「さまざまな機会で丁寧に説明するなど、住民の理解・協力を得ながら着実に事業を進めていきたいと考えている」と述べました。

これからの自然災害への備えは大事ですし、そのために治水工事が必要であることは否定しません。だからこそ、従来の工事で10+年かけ、取戻しが付かない被害を侵すのではなく、環境負荷が少なく、工期も短いものを私達は要求しています。そのためには、工事の見直しが必要なのです。

過去の説明会でも明らかのように、「丁寧な説明」≠「住民の声を取り入れ、計画を再考」です。小池都知事が述べる、「丁寧な説明で住民の理解を得たい」の本質は、「体裁を整えるため説明会は開くが、反対意見が噴出しても反映はしない。このまま強行する」ということにしか聞こえません。

「賛成5件、反対548件」という数字だけを見るのではなく、なぜ反対しているのか、どうやっていけば反対が賛成に変わるのかを考えてもらいたいです。
（大勢の方が12月に提出した意見書に答えが書かれています。これを参考にすれば、「多数決の賛成」にたどり着けることができるでしょう…だって、「都民ファースト」ですもんね？）

In the press conference, Tokyo Governor Koike mentioned the necessity of this construction for flood prevention and that "careful and detailed explanation sessions" will be held to obtain the understanding and cooperation of residents to forego with the planned construction. 

There is no denying that flood prevention measures are important to prepare for future natural disasters. However, because it is so important, we are asking for alternative solution to alleviate the impact of the construction, such as incorporating natural-based solutions or making changes to the construction plan, before irreversible damage is done. 

As is it clear from past information sessions, "careful explanation" ≠ "reconsidering the plan by incorporating residents' voices". Tokyo Governor Koike's statement of wanting to "gain residents' understanding through thorough explanations" can only be interpreted as "explanation sessions will be held but opposing opinions will not be reflected. We will push through with the current plan and explain this in detail". 

Rather than only looking at the numbers; "5 in favour of the construction, and 548 against", why not look into why there are so many negative views on this construction, and how is it possible to turn these negative opinions to positive? 
(Some advice, maybe acknowledge (or read) the multiple letters submitted in December last year, to the Tokyo Municipality? ... after all, "Tokyo residents come first" is the slogan, isn't it?)
