「善福寺川上流調節池」の工事計画を一旦停止し、都民との対話を求める署名にご協力いただき、ありがとうございました。

しかし、東京都は住民の意見を無視するかのように、11月30日に当該都市計画を素案から計画案に引き上げました。今から12月10日（Google Formの場合）、あるいは12月15日（消印有効、直接郵送する場合）だけが意見を提出する期間です。皆様からの意見書でこの計画が左右すると言っても過言ではありません。どうぞ意見書の提出のご協力をよろしくお願いいたします！

＜経緯の説明＞

11月28日に東京都議会にて署名簿提出：
2023年11月11日から11月26日の期間中に集めた紙署名（2,243名）、オンライン署名（10,000名）を東京都知事小池百合子さんに提出しました。

11月30日に東京都整備委員会が行われた：
しかしながら署名簿を提出したものの、この計画が「素案」から「案」へと格上げされました。

12月1・2日、オープンハウス形式の説明会で説明が不十分：
オープンハウス形式の説明会が行われたものの、スケジュールの詳細を兼ねても「都市整備局の者がいないので詳細はわかりません。明日も来ません。」と言われる上、「検討中です。」、「大丈夫です。」と説明が全然果たされてない状況でした。

2週間の間でできる事：
署名簿に続き、意見書の提出が必要です。2週間だけですが、都市計画法の規定に基づき、関係区の住民および利害関係人は縦覧期間中に意見書を提出することができます。

まだまだ説明責任が果たされてない、この対策方法しか検討できなかったのかなど、たくさんの疑問を抱えています。これから10年～30年の工事に影響される方々、海外と同様な自然を活用した水害対策の検討を行ってもらいたいと思われる方、是非意見書の提出にご協力いただけますこと、お願い致します。

First foremost, we would like to express our sincere gratitude to you for taking the time and petitioning towards temporarily halting the progress of the "Zenpukuji River Upstream Regulation Facility" and demanding the Tokyo Metropolitan Government to provide a thorough information session for residents, as well as, in an effective dialogue with our community. 

However, it appears that the Tokyo Metropolitan Government were to ignore the opinions of the Tokyo residents, on November 30th, this city development plan was upgraded from a "preliminary draft" to a "plan". This raises the next question, what can we do now? 

Between now and December 10th (via Google Form) or December 15th (via post to Suginami ward), we are able to submit our opinions and thoughts about this plan, and from a legal perspective, the Tokyo Metropolitan Government is required to take this feedback into account when forming this plan. November 28th - Signatures submitted to  Tokyo Metropolitan Assembly：
Hand-written signatures (2,243 persons) and online signatures (10,000 persons) obtained between November 11th and November 26th, 2023, were submitted to the Tokyo Governor, Yuriko Koike. 

November 30th - Tokyo Metropolitan Development Committee was held：
Despite having received the signatures, this city development plan was upgraded from a "preliminary plan" to "plan". 

December 1st, 2nd - Insufficient explanation session held in an open-house style：
Though this plan had moved from a "preliminary plan" to a "plan" the day prior, very limited information was shared at the open-house style explanation session, with replies of the representatives from Tokyo Metropolitan Government being as follows; "We don't have anyone from the Urban Development Bureau present, so we don't know the details. They will not be coming tomorrow either.", "This plan is still under development", "It will be ok".

What can be done in the next 2 weeks:
Following your signatures, the submission of a written opinion is required within a limited period of 2 weeks. Residents of the relevant wards and interested parties can submit written opinions during the public inspection period, based on the provisions of the City Planning Act.

There are still several questions that we have that are unanswered, such as the lack of accountability and whether this was the only flood prevention plan possible in this area.  For those impacted by this construction in the coming 10 years ~ 30 years, for those who would like the Tokyo Metropolitan Government to consider alternative solutions (nature-based solutions), etc., please could we ask for your support in submitting your opinions?
