People with disabilities are amongst the most vulnerable and disadvantaged in Victoria, with lower quality of life, shorter life expectancy, higher rates of chronic illness, and much lower rates of workforce participation.

A National Disability Insurance Scheme would ensure that people with a disability could finally become included in all aspects of community life, through employment, volunteering and recreation. It would give certainty to the parents of children with a disability that they will be cared for in later life.

At the Council of Australian Government meeting on Wednesday, Premier Baillieu failed to reach an agreement with the Prime Minister to bring a pilot NDIS site to Victoria. This is despite the Commonwealth Government offering an additional $100 million in funding on top of the over $1 billion already committed. Victoria only has to provide an additional $43 million over 3 years.

Other states, like Tasmania and South Australia, will be getting launch sites for an NDIS, which will provide certainty for people with a disability, their families and carers in those states.

In Victoria, thousands of people with disabilities will go without the additional support they need, dignity and assistance that an NDIS could afford. This follows Premier Baillieu's 2012 budget, which actually cut funding to support services for people with a disability by five percent.
