Amend the Internet Transactions Act (RA 11967) for better Reddit, FB, IG, X accountability

Amend the Internet Transactions Act (RA 11967) for better Reddit, FB, IG, X accountability
The Issue
In the fast-evolving digital landscape, the Internet Transactions Act of 2023 (Republic Act No. 11967) was a commendable step toward regulating online transactions in the Philippines. However, a critical amendment is necessary to further protect Filipino netizens and consumers. This petition calls upon the Congress of the Philippines and the Department of Trade and Industry (DTI) to mandate that social media platforms establish a legal representative or maintain a physical presence in the Philippines. This would enhance accountability and ensure compliance with local laws.
Social media platforms have become integral to daily life, impacting everything from communication to commerce. Yet, when misuse or violations occur, holding these tech giants accountable becomes a significant challenge without a representative within national borders. This gap in accountability hampers not only consumer protection but potentially stifles the growth of a robust digital economy built on trust and reliability.
According to recent studies, digital platforms can significantly influence economic activities, with the Philippines ranking high as an internet-friendly nation. However, without stringent measures to handle cases of fraud, misinformation, or data privacy violations, consumers remain vulnerable. Ensuring that social media companies have a dedicated point of contact in the country can streamline dispute resolution processes and foster a safer online space for all.
Several nations have already implemented similar regulations with positive outcomes. For instance, India's IT laws require major digital platforms to appoint grievance officers to ensure accountability. The Philippines can follow suit and set a precedent in Southeast Asia for digital regulation that prioritizes user protection.
Finally, such an amendment would simplify coordination among agencies, such as the DTI and relevant committees on trade, consumer protection, and ICT, whose roles are crucial in maintaining a secure digital market.
We urge the Congress of the Philippines to revisit RA 11967 and incorporate provisions that mandate a legal presence for social media platforms. Doing so will place the nation at the forefront of digital governance while safeguarding the rights and interests of Filipino consumers.
Sign this petition to compel Congress to act swiftly and decisively in amending the Internet Transactions Act, ensuring an accountable and secure online environment for every Filipino citizen.
